It appears that exports of all types of pumps, valves and a variety of other fluid handling equipment to Russia and Belarus have been prohibited with nearly immediate effect, per the Federal Registry notice published on September 16, 2022: https://public-inspection.federalregister.gov/2022-19910.pdf. This appears to include EAR99 pumps and valves and prohibits the export of EAR99 pumps and valves to Russia and Belarus, under paragraph (f). There is a standard savings clause that covers certain shipments that are already on their way, but otherwise, as indicated, the rule has near immediate effect.
